Aberdeenshire Council is promoting new 20 mph limits across its communities as part of a national roll out of 20 mph speed limits in built up areas.

This website is intended to explain the programme and give an opportunity for you to feedback and ask questions as well as linking to the public consultation on the 20 mph streets proposed in Aberdeenshire.

The ‘Scottish Government and Scottish Green Party Shared Policy Programme’ published in 2021 included a commitment that all appropriate roads in built up areas should have a safer speed limit of 20 mph by 2025.

This National Strategy for 20 mph speed limits aims to expand 20 mph speed limits across Scotland and ensure all appropriate roads in built-up areas have a safer speed limit of 20 mph by 2025.

The strategy seeks to introduce a consistency for 20 mph speed limits across the country, simplifying speed limits for drivers.

It seeks to reduce perceptions of road danger, encourage people to walk and wheel, and create more pleasant streets and neighbourhoods by providing a more equitable balance between different road users and will contribute to the implementation of the safe system.

    Objections must be submitted within the date specified and must state the name and address of the objector, the matter to which it relates and grounds on which it is made.

    If no objections are received the proposed measures can be implemented. If objections are received and thereafter not resolved a report on the outcome of the consultations will be sent to the local area committee for the matter to be determined unless the objection is in relation to a stopping-up order. In such a case the matter requires to be referred to Scottish Ministers for determination.

    Why 20's?

    One of the biggest issues communities raise with both Councillors and roads officials is speeding or inappropriate speed in our communities.

    The ‘Scottish Government and Scottish Green Party Shared Policy Programme’ published in 2021 included the commitment that all appropriate roads in built up areas would have a safer speed limit of 20 mph by 2025.

    Council policy

    Aberdeenshire Council adopted a revised Speed Policy in 2020, this included a commitment, in urban areas, to move towards 20 mph speed restrictions being the norm while maintaining a network of strategic routes with 30 mph speed restrictions.

    The roll out of the 20's programme across Scotland has enabled the Council to take a shire-wide approach to introducing 20 mph limits across a wider range of communities and enable greater consistency in speed limits.

    How have you selected the roads and streets to be made 20 mph?

    Roads and streets were assessed according to criteria agreed by all the roads authorities in Scotland. Only roads which are currently 30 mph were looked at as being suitable for being made 20 mph. ON the whole strategic routes will remain at 30 mph or above except where the factors at a particular location, together justify a change to 20 mph.

    What is the criteria mentioned?

    Roads have been assessed against the following ‘Place Criteria’, provided by Transport Scotland, which indicate which 30 mph roads are considered appropriate for a reduction to 20 mph.

    A minimum road length for the speed limit is suggested between 400m and 600m. The length adopted will depend on the conditions at or beyond the end points.

    Place Criteria

    • Is the road within 100m walk of any educational setting (for example; primary, secondary, further and higher education)?
    • Does the number of residential or retail premises fronting the road (on one or both sides) exceed 20 over a continuous road length of between 400m and 600m? (other key buildings should also be considered such as a church, shop or school)
    • Is the road within 100m walk of any community centre, church, place of worship, sports facility, any hospital, GP or health centre?
    • Does the make-up of road users suggest a lower speed of 20mph will improve the conditions and facilities for vulnerable road users and other mode shift (reflect on future plans such as active and sustainable travel, places for people, consider existing and potential levels of vulnerable road users)?
    • Will the road environment, surrounding environment, community and quality of life impact (for example; severance, noise, or air quality) be improved by implementing 20mph speed limits
