Background
Aberdeenshire Council’s grant funds passenger transport through its Aberdeenshire Community Transport Initiative (ACTI) which has supported door-to-door minibus shopping services, volunteer car schemes and minibus group hires since 2008.Grant awards are subject to the approval of the Council’s Infrastructure Services Committee and the availability of Council budget.
The coreACTI fund has traditionally only been open to organisations previously funded through a national community transport fund which ended in 2008.When budget permitted, the Council also invited applications from other organisations for small grants.ACTI currently supports Banffshire Partnership Ltd, Buchan Dial a Community Bus, Mid Deeside Community Trust, Royal Voluntary Service Aberdeenshire and The Silver Circle. The budget is approximately £397,000.
What are we consulting on?
We are seeking views on whether the Council should continue to only provide ACTI grants to the currently fundedorganisationsorifthe Council should also acceptgrant applications from other community transport operators. Any changes would take effect from1 April 2024. It is important to note that the community transport budget is fully committed each year and if the Council opens the fund to new organisations there will be no budget enhancement therefore it is expected the total value of grant applications would exceed the available budget. If the process was changed Council officers would evaluate the relative merits of grant applications to determine which applications would be recommended for funding. This process could theoretically result in existing grant recipients not receiving ACTI grants in future.
We are also seeking views on what the new ACTI application evaluation process should involve if the Council decides to open up applications to other community transport operators.
This survey is aimed at organisations or individuals who have a knowledge of community transport and/or grant applications.
The closing date for responses is Sunday 2 April 2023.
