Officers are engaging with stakeholders on the potential closure of Burnhaven School and its merger with Meethill School.

Burnhaven School roll data shows a sustained decline, from 58 pupils in 2019 to 13 in 2025. By August 2026, the roll had fallen further to 11 pupils, including only eight in-zone pupils.

Following Phase 3 of the Learning Estate Review, the Education and Children’s Services Committee considered a report on 27 August 2026 recommending engagement with Burnhaven School staff and parents/carers on the potential closure of Burnhaven School and merger with Meethill School from August 2028.

It is therefore appropriate to consider Burnhaven School’s future.

  • Burnhaven School roll data shows a significant and sustained decline in pupil numbers between 2019 and 2025. The roll reduced from 58 pupils in 2019 to 13 pupils in 2025, representing a decrease of 78%. In August 2026, the school roll dropped to 11 and the number of in-zone pupils on the Burnhaven School roll reduced further to eight. There is currently no evidence to suggest that pupil numbers are likely to increase to a sustainable level.

    Following Phase 3 of the Learning Estate Review, a report was considered by the Education and Children’s Services Committee on Thursday, 27 August 2026. The report recommends working collaboratively with Burnhaven School staff and parents/carers to discuss the possible closure of Burnhaven School and its merger with Meethill School from August 2028.

    It is therefore appropriate to consider the future of Burnhaven School and the options available at this stage.

    This is a pre-engagement process and is not a statutory consultation under the Schools (Consultation) (Scotland) Act 2010. It provides relevant stakeholders with an opportunity to share their views before any decision is made on whether to begin a formal statutory consultation.
