Cumrye is located in the village of Cuminestown, which is a few miles outside Turriff. Cumrye has 13 flats, all on the same level, and four linked cottages.

Occupancy rates and demand has fallen significantly in recent years, with an average occupancy of 74.6% over 10 years, and half of the flats are currently vacant. Demand for these properties is low, as shown by the lack of interest from current waiting list applicants.

The scheme is also facing significant financial challenges, with a negative Net Present Value of over around -£2.4 million. This is driven by both the high level of vacancies (leading to lost income) and the cost of future investment required at the scheme. In the case of Cumrye, the high level of vacancies is a particular challenge to the viability of the scheme, although it would still require subsidy from other tenants even if all the vacancies were filled.

Cuminestown offers limited facilities for tenants, with only a convenience store in the village and no access to a GP or pharmacy without travelling. There is public transport available in the village - services are limited, but there is also an A2B bus available to residents.

As noted above, demand is an ongoing challenge here and this is a significant factor in considering the scheme for closure.

Questions

Question 1 - Will the cottages be affected? 

Answer: No they won't, for those tenants who reside in cottages they can remain in them, but the access to the scheme once it is closed will stop, e.g. laundry and communal lounge for social activities. 

Question 2 - What support from staff will the cottages get if the scheme closes

Answer: the staff can still provide support to the cottages on an outreach basis, they do this in other areas, home visits might be less frequent depending on need, but daily contact via phone or other means can continue with a planned weekly visit, contact can be based on tenants needs and preferences.

    No decision has been made to close Cumrye, and there are currently no plans to house refugees or asylum seekers at the location. If a decision is made in the future regarding the use of the building, it will be based on a thorough process that includes community consultation, legal responsibilities, and the need to ensure best value for tenants through the Housing Revenue Account.

    It’s also important to note that the responsibility for sourcing and managing accommodation for asylum seekers lies with the Home Office, not the local council. Any such use would be subject to national policy and would not be decided unilaterally by the council.
