Each year Aberdeenshire Council has to prepare and publish a Development Plan Scheme to inform stakeholders and interested parties of the programme for preparing the Local Development Plan. We are pleased to note that on 26 January 2023 Infrastructure Services Committee resolved that we should undertake public consultation on the terms of the draft Development Plan Scheme. The Development Plan Scheme is important as it will govern the way that we will engage with you throughout the preparation of LDP 2028.
A copy of the Draft Development plan Scheme has been presented for your consideration as a document on the right side of the screen. We would encourage you to read this document, or have it open as you complete the questionnaire to help you understand the questions that we are asking. If you do not think that answering the questions we have identified addresses your concerns then please feel free to contact us independently through our e-mail address at LDP@aberdeenshire.gov.uk. It would help us if you could mark your correspondence with "DPS Response" so that we know that it relates directly to this consultation.
The survey itself is divided into two general parts:
The first part relates to the context for the new plan and the new processes that we will have to undertake to prepare it, including new elements such as the "Evidence Report" and the "Gatecheck Examination". This element of the survey reflects our understanding of the way in which we will have to prepare the next Local Development Plan. We suspect that in the main comments will be focussed on our interpretation of how the Scottish Government could expect us to act, rather than on whether the products that we have to prepare are correct, as these are set in law.
The second part of the survey relates to the "Participation Statement" where we set out the methods that we will use to engage with stakeholders. The results of this part of the survey will be of particular interest to us, as we have always had high standards for engagement. We look forward to hearing your views but we welcome the opportunity for our customers to inform us whether what we propose is appropriate, or suggest other actions that might assist, always remembering the need for processes to be effective and efficient.
We have tried to make this survey as quick and easy for you as we can. You do not require you to answer all questions, if you do not want to.
This survey does not require you to be a registered user, but does ask for some personal details to ensure that we can confirm the validity of respondees. The Local Development Plan is a key document that Aberdeenshire Council must prepare to guide and direct built development within Aberdeenshire. This directs what planning applications must follow to achieve consent, unless there are significant reasons why a "departure" from the plan can be justified.
Aberdeenshire Council adopted the Local Development Plan 2023 on 13 January 2023. With delivery of that plan now primarily the responsibility of colleagues in our Development Management, and Planning Information and Delivery teams, work will soon start on the production of the next Local Development Plan 2028.
The Development Plan Scheme is a document published annually to set out the programme for the production of the Local Development Plan. Following the enactment of the Planning (Scotland) Act 2019, there is a requirement to consult on the proposed Development Plan Scheme to ensure there is a consensus on how the next plan is to be prepared.
Also following on from the Planning (Scotland) Act 2019 there have been significant and radical changes to the way in which we are required to prepare Local Development Plans. Processes used previously may not now be appropriate for the Local Development Plan 2028. We would encourage you to refer to the draft Development Plan Scheme 2023 document for an explanation of the changes that the new Act is introducing to inform your response to this questionnaire.
