This survey has been prepared to assist with the formulation of the Aberdeenshire Local Development Plan Evidence Report.

This questionnaire focuses on questions associated with the Infrastructure First Topic Paper.

The provision of infrastructure is key to the delivery of development across Aberdeenshire. An infrastructure first approach should underpin all aspects of plan making, with infrastructure considerations at the heart of place making. National Planning Framework 4 sets out the policy intent that the planning system should encourage, promote and facilitate this infrastructure first approach to land use planning. It seeks outcomes that mean that existing infrastructure assets are used sustainably, prioritising low-carbon solutions and that infrastructure requirements and their planned delivery are clear.

Local Development Plans should be based on an integrated infrastructure first approach. Plans should be informed by evidence on infrastructure capacity, condition, needs and deliverability within the plan area. They should set out the infrastructure requirements to deliver the spatial strategy and identify the delivery mechanisms. In addition, Plans should indicate the type, level and location of the financial or in-kind contributions, and they type of development from which they will be required.

This topic paper presents an analysis of the spatial implications of the requirement to take an integrated infrastructure first approach across Aberdeenshire. It provides an overview of the baseline infrastructure across Aberdeenshire, reviewing existing infrastructure capacity, constraints and planned infrastructure. The topic paper draws on the information and the evidence collected and presents conclusions on what to plan for. The topic paper should be read alongside “Appendix 1 The Infrastructure Audit”, which provides a Red, Amber and Green analysis of the infrastructure across Aberdeenshire, and outlines the methodology adopted to undertake this analysis.

It is likely that this paper will be of particular interest to communities, developers and landowners who may wish to consider development.

If there are matters that you do not agree with relating to the information that we have looked at, then these are termed as "disputes". While most disputes made will be resolvable by modification of the topic paper, some will persist. If you make a dispute to this paper, and we cannot agree a solution then the dispute will be referred to a Reporter in the Scottish Government Directorate of Planning and Environmental Appeals in the Spring of 2025. Otherwise comments that you may make to this paper will be analysed and where possible resolution sought before consideration by Aberdeenshire Council, probably in June 2025.
