This questionnaire focuses on questions associated with the approach to be taken on Zero Waste within the Local Development Plan.

Zero Waste, the reduction, reuse, recycling and recovery of waste to recover goods and materials in a circular economy, is critical to the development and sustainability of Aberdeenshire. Zero Waste is a key component of national climate goals as it aims towards responsible production, use and reuse of materials and goods in a society where landfilling and burning are used only as the absolute last resort. National Planning Framework 4 (NPF4) underlines the importance of quality and place by establishing clear guidelines through Policy 12. This policy indicates that:

  • Development Proposals should seek to reduce, recycle and reuse in line with the waste hierarchy.
  • Developments will be supported where they reuse existing buildings and infrastructure, minimise demolition and savage materials for reuse, minimise waste and protect resources, use materials with the lowest embodied emissions, and use materials that are suitable for reuse.
  • In developments such as residential, commercial and industrial properties, where waste will be generated once they are operational, proposals must set out how waste will be managed and have provisions to maximise waste reduction and minimise cross contamination.
  • Developments for waste infrastructure will only be supported where there are no unacceptable impacts, environmental impacts are acceptable, greenhouse gas emissions are minimised, adequate buffers are in place between sites and sensitive areas, restoration and aftercare is provided and agreed upon, and consideration is given to co-location with end users of outputs.

This topic paper presents an analysis of the datasets considered essential for understanding and improving Zero Waste in Aberdeenshire. The analysis focuses on key themes such as waste targets, increasing capacity for Zero Waste and changing requirements for service vehicles.

It is likely that this paper will be of particular interest to developers and landowners who may wish to consider development.
