Consultation has concluded
Aberdeenshire Council is undertaking a consultation to seek views from the public, businesses and stakeholders on our draft Local Heat and Energy Efficiency Strategy (LHEES).
The proposed strategy aims to guide heat delivery across all building types in Aberdeenshire, setting out a vision for the heat transition and improving energy efficiency.Together these will supportAberdeenshire in making progress towards the Scottish Government key statutory targets for reduction of greenhouse gas emissions to Net Zero by 2045, and ensuring that no household in Scotland is in fuel poverty by 2040.
LHEES is a mandatory part of Scottish Government Heat in Buildings work and is a vital part of how society will tackle the climate emergency locally and nationally. Each local authority must produce an LHEES and associated delivery plan which is to be reviewed and updated every 5 years. The delivery plan will be the live document detailing activity being undertaken by the Council and by others. This will be further developed in the coming year to ensure we capture all the activity in the region. The delivery plan will detail key areas and highlight the potential for focussed interventions that positively contribute towards the targets.
This draft strategy has been produced with input throughout development from key stakeholders both in and out with the Council. We now wish to ensure that local people, community groups, stakeholders and other interested parties can contribute to the final document.
Following the public consultation, responses will be considered, a summary of all representations received will be posted here, and required amendments made to the draft. This will then be prepared for presentation to full council at the earliest opportunity which is likely to be by summer 2024.
Separately, there is a furtherpublic consultation now out for comment on a Topic Paper for the Aberdeenshire Local Development Plan Evidence Report. The“Heat and Cooling” Topic Paperfocusses specifically on the priorities and actions emerging fromthe Local Heat and Energy Efficiency Strategy (LHEES) that haveimplications for the Local Development Plan 2029.The main implication is in relation to Heat Network Zones.
It is likely that this survey on the draft Local Heat and Energy Efficiency Strategy (LHEES) will be of interest to members of the public who have an interest in issues around energy efficiency and heat in buildings.
We will publish the results of the survey here after it closes
Your participation in this survey questionnaire will require you to be a registered user and may ask for some personal details to assist us with understanding the points that you are making. Please see our Privacy Statement for more information.
WHILE WE DO NOT INTEND TO PUBLISH THE INDIVIDUAL SUBMISSIONS MADE, THEY WILL BECOME PART OF THE PUBLIC RECORD.

WHILE WE DO NOT INTEND TO PUBLISH THE INDIVIDUAL SUBMISSIONS MADE, THEY WILL BECOME PART OF THE PUBLIC RECORD.
The purpose of this survey questionnaire is to ensure that local communities and stakeholders are informed of the Aberdeenshire Council Draft Local Heat and Energy Efficiency Strategy (LHEES). We also want to make sure people can have their say on the priorities and actions identified in the LHEES, to ensure we are making a positive impact.
The questionnaire covers the following elements of the Draft Local Heat and Energy Efficiency Strategy document (LHEES):
Opportunities, challenges, and barriers to decarbonising heating (and cooling) in buildings.
The bigger picture issues around whole area planning, resources, and assets.
Challenges relating to property type and age, looking at Aberdeenshire's domestic and non-domestic building stock.
Four main priority areas which are identified as:
improving building energy efficiency
increasing uptake of low and zero carbon heating,
reducing fuel poverty, and
increasing awareness of information
The Delivery Plan, outlining actions and next steps.
