This survey has been prepared to assist with the formulation of the Aberdeenshire Local Development Plan Evidence Report.

This questionnaire focuses on questions associated with the Heat and Cooling Topic Paper. The paper examines priorities and actions emerging from  Aberdeenshire Council's Draft Local Heat and Energy Efficiency Strategy that are relevant to the Local Development Plan. This strategy is a separate document being published co-jointly, and has a separate survey questionnaire.

To meet national planning policy and address the climate emergency, Local Development Plans are expected to take into account the area’s Local Heat and Energy Efficiency Strategy (LHEES). The LHEES provides a long term plan for decarbonising heat (and cooling) in buildings, and improving energy efficiency across an entire local authority area. The main implication for a local development plan is in relation to Heat Network Zones. The topic paper explains what these are and where the zones might be mapped in the next Aberdeenshire Local Development Plan. The topic paper also highlights the importance of build quality and performance to ensure occupants benefit from warmer, cheaper to heat homes without any 'unintended consequences' e.g. damp or over heating.

It is likely that this paper will be of interest to most communities and all developers with an interest in new development providing warmer, cheaper to heat homes. 

If there are matters that you do not agree with, then these are termed as "disputes". While most disputes made will be resolvable by modification of the topic paper, some will persist. If you make a dispute to this paper, and we cannot agree a solution then the dispute will be referred to a Reporter in the Scottish Government Directorate of Planning and Environmental Appeals in the Spring of 2025.

    Heat and Cooling

    This topic paper provides details on the information sources we have used in our assessment of this topic, and provides interim conclusions that should be taken forward in the Spatial strategy for the forthcoming Local Development Plan 2029.

    It considers, and asks for your views, on conclusions drawn in the topic paper about the implications of the Aberdeenshire Council's Draft Local Heat and Energy Efficiency Strategy (LHEES) for the Local Development Plan 2029.

    The topic paper looks at actions and outcomes identified in the LHEES to deliver on four priority areas:

    1.  Improving building energy efficiency
    2.  Heat Network Zones as a method of decarbonising heat
    3.  Reducing fuel poverty
    4.  Increasing awareness of what needs to be done to provide warmer, cheaper to heat buildings and homes.

    While considering these issues it would probably be appropriate to refer to the content of the Heat and Cooling topic paper as well as the Local Heat and Energy Efficiency Strategy (LHEES).

    We estimate that this survey will take 10 minutes to complete.
