Work has been underway to develop Aberdeenshire Health and Social Care Partnership’s (AHSCP) Workforce Plan for 2026–2029. A working draft Workforce Plan has now been produced incorporating feedback from professional leads across the Partnership and from staff through a variety of engagement activity.

This included, for example, engagement sessions that were held across Aberdeenshire during September and October 2024. The purpose of these was to inform the development of our Strategic Plan 2025-35, but also included engagement with staff to hear about their experiences, the positives and the day to day challenges they encounter.

But we are learning all the time, with a wealth of intelligence gathered through service specific staff engagement, during service review and redesign processes, annual staff survey, analysis of workforce data, feedback from our Joint Staff Forum and from Team Talks. We are also cognisant of feedback shared through the wider system


The Draft Workforce Plan has also been developed in line with the Scottish Government’s National Workforce Strategy for Health and Social Care (2022). That national strategy sets out a simple “workforce journey” built around five pillars:

Plan – supporting evidence-based workforce planning;

Attract – using domestic and ethical international recruitment to attract the best staff into health and care employment in Scotland;

Train – supporting staff through education and training to equip them with the skills required to deliver the best quality of care;

Employ – making health and social care organisations “employers of choice” by ensuring staff are, and feel, valued and rewarded;

Nurture – creating a workforce and leadership culture focusing on the health and wellbeing of all staff.


These pillars provide a framework for our own Draft AHSCP Workforce Plan and help to inform the actions the AHSCP will prioritise over the next 3 years.

As you will know, the AHSCP has faced a period of uncertainty, rising demand and significant financial pressures, which have required difficult choices and service redesign in some areas.

This Draft AHSCP Workforce Plan explains how we will recruit, retain and support staff over the next three years so we can continue to deliver safe, person‑centred, sustainable care and meet our strategic priorities. It focuses on practical improvements such as clearer workforce planning, simpler recruitment, accessible learning and development, better ways of working across teams, and a continued commitment to staff wellbeing and engagement.

Consultation on the Draft Workforce Plan

We now want to ask for the views of all AHSCP Staff on this Draft Workforce Plan to shape it into the final Plan that will be considered by the Integration Joint Board for approval. A short survey is available below. It will take approx 5 - 10 minutes to complete. Closing date for the survey is 12 noon on Monday 11th May 2026.
