The survey focuses on questions associated with the 'Climate Crisis – mitigation, adaptation and resilience' topic paper.

Under National Planning Framework 4 (NPF4) the climate and nature crises are twin overarching policy themes. This paper examines the main climate change risks and impacts anticipated to affect the Aberdeenshire Local Development Plan area. A separate topic paper examines evidence relating to the nature crisis.

To meet NPF4, Local Development Plans should support adaptation to the current and future impacts of climate change by taking into account climate risks, guiding development away from vulnerable areas, and enabling places to adapt to those risks.

This topic paper provides an analysis of the spatial implications on the Aberdeenshire Local Development Plan 2028 of adapting to climate change. Conclusions are drawn to identify overarching priorities for delivering sustainable development and places, and encouraging a more sustainable pattern of living through the Aberdeenshire Local Development Plan 2028. It is likely that this paper will be of interest to a broad range of stakeholders including developers and landowners who may wish to consider development, as well as all community members across Aberdeenshire.

If there are matters that you do not agree with, then these are termed as "disputes". While most disputes made will be resolvable by modification of the topic paper, some will persist. If you make a dispute to this paper, and we cannot agree a solution then the dispute will be referred to a Reporter in the Scottish Government Directorate of Planning and Environmental Appeals in the Spring of 2024.

Please think carefully about registering a dispute, as you may be asked to provide more information to support your position at the Gatecheck Examination.

It will require you to be a registered user and may ask for some personal details to assist us with understanding the points that you are making. Please see our Privacy Statement for more information.

WHILE WE DO NOT INTEND TO PUBLISH THE INDIVIDUAL SUBMISSIONS MADE, THEY WILL BECOME PART OF THE PUBLIC RECORD. ALL UNRESOLVED DISPUTES WILL BE PUBLISHED ON THE INTERNET AS PART OF THE GATECHECK EXAMINATION.

  • CLOSED: This survey has concluded.

This topic paper provides details on the information sources we have used in our assessment of the topic, and interim conclusions to be taken forward in the Spatial Strategy for the forthcoming Aberdeenshire Local Development Plan 2028.

The paper asks your views on:

    1. Identification of datasets – the information we have used in our analysis.
    2. Climate predictions – an overview of the main risks and threats of climate change, and implications for Aberdeenshire’s people and places.
    3. Flood risk – the key vulnerabilities and issues to consider from increased risk of river, surface water flooding, and coastal flooding and erosion due to climate change.
    4. Water scarcity – the severity of this issue, how climate change is likely to exacerbate the problem, and the adaptation required to address it.
    5. Greenhouse gas emissions – focussing on what may be necessary to influence the rate of future change, through reducing use of carbon and adapting to a low carbon way of living.  Transport emissions are identified as a particular issue for Aberdeenshire.
    6. Build quality and performance – promoting best practice in the design of new buildings and for retrofitting to meet net zero, and to ensure there are positive impacts on human health.
    7. Possible connections in evidence
    8. Site selection implications

Whilst considering these issues, it would be appropriate to refer to the content of the topic paper itself (that is available on the previous page as a PDF document).  This should help retain a focus on what the Aberdeenshire Local Development Plan can practically and realistically do to assist in addressing climate change.
